All I want is a paid up letter a settled account.

I have settled my account with Capital Data I have been asking for a paid up letter after sending more that 2 Proof of payments. first I was told my payment has not reflected, secondly that my payment has not been allocated, after that I was transferred between individuals and still no help, all I want is a paid up letter.
