Reckless lending to 74 year old Pensioner

My dad is a 74 year old alcoholic pensioner that is listed on Transunion and has defaulted on his payment to Doctors and hospitals the last 2 years. I get calls on a daily basis from Attorneys to make payment arrangement on his behalf. He was contacted by Cafin, telephonically and after a few hours money was paid into his account. I was shocked to see how easy it was from them to give him money. The sad part is, is that my dad had prostate cancer and his intestines was damaged during his radiation treatment, that led to a permanent colostomy bag.He is under a great deal of pain every day and is taking strong pain medication. I want to know how Capfin can get away with borrowing money to an elderly person that is not completely sane.
