R28 for a bottle of water ?

Took my family for a lunch only to receive a bill showing R 28,00 for a 1 Lt bottle still (not fizzy) water as well as R17,00 for a cream soda ( less than 200ml ) from their soda fountain. Seafood platter for 2 left my wife and I hungry ( I am a 5ft6\ male weighing 68 kg and my wife weighs all of 56 kg).The manager can only defend the position and by the way head office sets the prices
