NO SPARE KEYS, AS AGREED

I purchase this vehicle, a polo classic 2002 on the 22 April 2015
As promised and agreed I were suppose to receive a set of spare keys. On delivery of this vehicle no keys were supp****.
After numerous attempts via email and phone to acquire my spare keys, excuses were made and stalling tactics were used as no evidence could be supp**** as to verify why I should wait.
It's been more then 3 months now, I've escalated it to the manager, Neil Barnard, whereby it's been promised again that my keys will be ordered and within days will be supp**** to me.
This was communicated to me on the 5 August 2015, it's been more then 2 weeks.
I'm still waiting on feedback and my keys?? I've kept accurate records of all correspondence. I don't believe that a leading edge company and such an established car dealership will breach their agreement. But it just happened to me. Is this the kind of service excellence one is to expect from Volkswagen?? Is this their new way in which they conduct their business affairs.. By not owning and holding up to their side of the agreement?? Can anyone tell me of this is volkswagen new way of selling clients empty promises????
