car Dealership selling ******* unsafe cars

I purchased a Golf V GTi DSG from Cape Auto Traders in Voortrekker rd, Cape Town through finance from MfC and a warranty from Motor Mend, everything went smoothly until I had the car checked out seeing that it is an old car with high kilometers, I was told by the mechanical workshop that the rear discs and pads were on its last as well as shocks and a few other things, with this I thought if they could not even check safety issues, is the car even road worthy, so I took the car to A roadworthy station where One seatbelt in the rear was not working, as well as rear tyres having insufficient tread, the top and bottom of the engine carriage needed to be steam cleaned and the left cv-boot was leaking, with all these problems how did they manage to sell the car with a road worthy certificate? This is ******* and puts people's lives in danger, the problems are minor but who says other cars that are being sold there does not have even bigger problems?
