Do not respond timeously and have not acknowledged payment

I keep trying to pay for a rental car fine on their website but it requires you to sign in and create an account for each attempt. Then it refuses to let you pay because you already exist on the system.

Then it shows me that the fine is unpaid.

I then try call the callcentre and it is always engaged. Then I emailed them for help and got asked for my password in writing. That is not acceptable. I can be de*****ed with such a thing.

I do not know why my traffic fine went to this company.
