Calisto's Carnival City - No assistance!

My family and I went to dinner at Calistos in Carnival City on Saturday the 29th June 2019. There was 14 of us having dinner there, I left the table because I needed to go to the ladies room, upon getting back to my table, my Cell phone which I left ON the table was taken.

I went with the manager to view the camera- as we were sitting right in front of the camera for the restaurant, only to find out that the camera does not record! (HOW CONVENIENT)! I called the cell phone numerous of times (as it was still on). Eventually somebody answered the phone on Sunday afternoon and wanted money for the phone- now I’ve tried contacting the phone again and it is off. He wanted me to pay R1500.00 for a phone that belongs to me! I am furious with Calistos in Carnival City because they cannot assist me in any way possible, they cannot tell me WHO took the cell phone from the table nor can they show me any footage from the night.
