Wrongly fined

I have been staying at Sondela village in Springs Daggafontein for over 02 years 10 months now. On the 8th November a complex security reported that she found kids playing with fire hose pipes. Those fire hose secured with cable tier to prevent people from using them. To my surprise, a security personnel accuses a 3 year old of tempering with fire hose. I asked her if a 3 year old child can break a cable tier and she couldn't answer. The truth is the cable tier were cut off using sharp object and it was done by an adult who used to the fire hose to wash their cars at night. The security know the culprit who were using the fire hose but decided to shield them by accusing a 3 year old baby. I received a R500 fine which i tried to dispute but no one from the management was willing to cancel it (according to complex caretaker). The security reported 2 kids but only my family received the fine. My complain is that security personnel at the complex are getting too involved i tenants politics and cannot do their jobs properly because they have befriended everyone. The reason the security didn't report correct information to the management is because she was trying to protect her friends who were fiddling with safety device (fire hose). A 3 year boy cannot break a fire hose and still open the two valve to play with water. They cannot even withstand the pressure but still the security accuse them.
