CHEATING AND DE*****ING TENANTS

When tenants buy electricity for their units the owners take money off tenants accounts and they claim it's for the lights outside and those lights are not even working. The building is dark outside at night and we are even afraid to walk outside at night but they claim that they are charging us for electricity which we do not even enjoy its benefits. Every month when we buy electricity a certain amount of money gets taken off our accounts and some months we do not even get that electricity we have to buy it two cents or more just so that we can at least get those lousy units or electricity that doesn't even last us. We are being taken for a ride and I believe this is cheating and it consistitutes to ***** because we never even signed up for that it was not even discussed with us we were just given very vague letters which did not even make sense. We renting these flats through MIDCITY and whenever we have questions we always told to speak to the owner which we do not even know we do not even have their contact details and the caretaker is a very rude woman with a very bad attitude. It is just terrible living in this building that is always dark and children are not even allowed to play in the yard.
