Non Refundable Payment

I was made to pay a Thousand Rand fee for me to be eligible in receiving lease agreement. I read it then realized that there are terms that are not suitable for me. I decided I would not go ahead in signing that agreement but was told my payment is not refundable. It is an ********* way of doing business.
