staff smelling food,no cloves

i got a complaint against cafe 'nes in horizon view shopping centre.so me and my family wanted to come eat at this place so when i got to a table i could see directly into the kitchen,so i saw someone picking food up and smelling it then they proceeded to touch the food.so the waiter brought that same food out.so i told my family and we only had drinks,and also the kitchen staff isn't wearing any cloves and no face masks.and also ****roaches.im going to inform the health department.
