BK Richardsbay, did the franchise or franchisor loose control?

After having an amazing BT Crunch burger with Cheese that looked EXACTLY like it was advertised on the menu from BK Welkom, it was a sore disappointment to get to BK Richardsbay, and receive something that that I actually tried to return, thinking it was a veggie burger. Does the franchisor not know what their franchises are selling, or is quality control left up to the individual shops? Never again!
