Scanners haven't worked since last year

I have been complaining about this store ever since its inception. Incorrect prices, no prices etc. After many promises over all these years, nothing has happened. Then last year I had a glimmer of hope when I saw new bar code scanners installed. These worked for only a few days and have not worked since. So what is the point? I don't believe management even wants them to work, as people will see the vast discrepancies between the actual prices and those displayed (if they are at all). I have had so much of my time wasted in this place waiting for some staff member to find the correct bar code. I know of no other store that has managers so *********** that they're unable to get the basics right. This is probably why they are as rare a sighting as a the Dodo,
