Pensioner discount...what ****** discount!?

Please tell me WTH's the use of having a prisoner's discount if 99% of items and product names are exempt!?

My 86yr old father's geyser needs replacing, that discount would have saved him R550! Not a small sum for a pensioner with little income as it is.
