drill shocked me

I bought a black and decker drill 13 months ago. Still have receipts. Last Saturday I used it and it literally shocked me sparks was coming out the front and then smoke. It no longer works. I went to builders and was told they can repair it but at my cost. If you ask me I might as well buy a new drill. That drill was bought by my husband for me so I on average use it about once a month. So for 13 uses now have a broken drill and paid for it..I see know value for money and thought black and decker was a good make. I refuse to pay for the repairs as I don't think it should shock you. But apparently to builders I should just pay. We are regular weekend shoppers on this store and would appreciate it if someone can repair my drill free of charge
