Delays, cancellations, incorrect communication and inability to get the order completed

I placed two orders online with Builders Cape Gate on 20 August. One of the orders had wire mesh rolls, which were noted as not available at the specific store but could still be placed for order and delivered from elsewhere. I placed the orders, and later that week received a phone call from customer service stating that they did not have the wire mesh rolls available in the Western Cape, but would try source it from their Gauteng branches and ship it down. They were to confirm, but I never received another phone call. On 8 September I phoned to confirm the orders, as they were both due for delivery the same day, and asked if the wire mesh rolls would be delivered as I had previously received a phone call about these not being available. I was assured that complete delivery would be made on both orders. When the orders were delivered, the wire mesh was not delivered, and furthermore, there were 2 pieces of skirting missing from the other order, which was scheduled for delivery 2 days later. I phoned about the wire mesh and was told the same story, and promised again they would try to source it. At the end of the week I phoned again as I had still not received feedback and they confirmed they were trying to get it locally from a different supplier. The following week around the 20th September I phoned yet again and was put through to the Cape Gate service manager, Lucy, who confirmed they had found a local supplier however there was a significant price difference between the original order and the local supplier's pricing and authorisation was required from Head Office. I phoned again later that day and was informed that Head Office had rejected the request as it was too expensive, and the only thing they could do now was to cancel my order. My builder had already been delayed by almost a week waiting for this mesh, and now I had to find it elsewhere at short notice and a significant cost increase. I was extremely irritated that it had taken them a month to get to this point; Lucy apologised and I verbally confirmed that they should cancel the order as they were unable to fulfil it. She confirmed that as I had paid with credit card that the refund should come through shortly. On 28 September I received an email confirming a partial order cancellation. I checked it on the following weekend assuming it was the wire mesh, but no! The wire mesh order is still active and has not been refunded to me, this was the 2 outstanding skirting boards on the other order. The message read: "This cancellation was ...done ...because our team was unable to find stock, despite our best efforts. " I checked the stock inventory now online, and there are 18 in stock in Builders Tableview, and 8 in stock in Builders City (Northgate). So much for best efforts, the cancellation was obviously done either because Builders couldn't be bothered to fulfil such a small part-order or it didn't make sense financially to get these 2 pieces shipped and/or delivered. So not only did Builders Warehouse completely waste my time and delay my building works (at my cost for additional time) due to inability to complete an order and failure to communicate this promptly and correctly, they have cancelled the rest of my other order when they could have in fact fairly easily fulfilled this. This is really **** service and not at all of the standard one expects from a Retail brand which supposedly prides itself on its customer service levels.
