builders express but slow express for pensioners card

My dad had a pensioners cars with them before they changed from servistar I asked to get a pensioner discount card today and get told I have to go to home affairs to get a pensioners card WHAT how stupid !!!!! All the other stores ask you to fill in a form and give you the discount why should I go sit in a queue for four hours to get a pensioners card to get a discount at this store ??
