Unfair customer service at build it schweizer reneke

My father went to the hardware to ask for a roofing quoration and was told to bring a plan with measurements...on Monday he took the plan with measurements to be quoted as previously advised. But when he got to the store he came across aaron(I assume he is the sales co ordinator) who demanded my father to pay him R300 as the company did not take him to school to quote people(he said). Today I called the store to follow this up (mind you we will be buying the material from the same store)I spoke to someone called mabunda who advised we need to pay for a quotation. When I asked if I will get a receipt he said they did not have a system for receipt...I tgen asked for asked for head office number so I can get clarity on this...he refused to provide me with one. To my surprise I called nearby build it stores and they know nothing about any charges on quotations. Could it be that aaron and mabunda are undermining customers or are just taking chances?
