Fed up tenant!!! Useless assistance

I am a tenant at Buh-Rein estate, Leabrook. I need to call security almost every night because of one tenant which the estate rules don't seem to apply to. He harasses everyone during the night and early morning hours ex. 2am, screaming amd asking for cigarettes and a drink, then refuses to stop, parties every night, through each night, screaming, slamming doors, pounding on things, extremely loud stomping etc. If this matter doesn't get resolved I'll be forced to take steps against everyone and I'll take it as far as i possibly can
