Issuing plumbing compliance certificate that is not compliant

I bought a flat early November and the real estate agent got Bugs and Sparks to issue the electrical and plumbing compliant certificates. However, I suspected that the plumbing was not compliant and got a second independent plumber to advise. He found many faults and that was AFTER they issued the compliance certificate! After many back and forth emails I eventually got an inspector of City of Cape Town to come and quality check their work and upon arrival at the flat the bathroom and bedroom were flooded as the geyser has started to leak!! I emailed Craig Ford, the owner of Bugs, to keep him up to date as his staff insisted that everything was fine. I NEVER received any acknowledgement or apology for the inconvenience from him. Three weeks after I initially contacted them with the problem they only send out plumbers to fix the geyser and other issues. Worst service ever!!!
