Shocking admin fees by Avis/Budget car rental!

I received an email from Avis/Budget car rental regarding car rental/RA- ********** 92 which was rented from the 13 - 25 December 2017. The email indicated that three fines, two in Plettenberg Bay and one in Grabouw have been issued each fine amounting to R200. Please understand that I have no issue paying for each of the fines. I do however, have an issue with being charge R325 admin fee per fine especially if two of the fines are in the same area/court region. I would like to know how Avis/Budget justify charging customers an admin fee of R975 for three fines that they merely need to redirect to the traffic department? This amount is much higher than the actual cost of the fines at R600. I would also like to know why administration fees on fines are not charged per account and are instead charged per ticket? This amounts to day light *******! Does this mean that you are employing one person for every ticket issued?
