Shady cancelation fee

Dec 1 I booked a car for the 4th dec which I then cancelled on the 2 and online. Dec 4 was refunded R531.63. 6th dec I logged an inquiry and 8th Dec Gift Chiloane confirmed an error that fee is R399 and that I will be reimbursed in 7 to 10 working days. Today on not being paid as I follow up am told refund R531.63 correct with Terms thrown at me. The rule that does apply to my cancelation say lower of (i) can't see what i refers to OR R399. Help me understand!
