I need my refund today

I made booking online using Rentalcars.com, booking number *** and Confirmation number is ***8ZA1. I made upfront payment using my debit card and was told that was incorrect and I cant get the car unless I do a new booking on the counter with Agent: Annah on 24/12/2019., RA number: *** , MVA number ***4 .

I need my refund, its now 12 days and I have been sent to pillar to post. I contacted Rentalcars.com and was told that Budget must refund me and went calling budget, they refer me back to Rentalcars.com
