Budget not repaying deposit

I rented a car from Budget during October while in South Africa from New Zealand. I am still waiting for my deposit back and have followed up on numerous occasions (Budget, should I invoice you for the costly international call?). Each time I am told that the bank will be instructed to release the funds, and my deposit will be paid within 72 hours...I am still waiting...and all my e-mails go unanswered.
