worse service from insurance company

good day

i have an insurance policy with budget insurance. i joined the insurance last year October 2022. my car was involved in an accident 2 weeks ago on the 06 March 2022. Budget insurance said the cost to fix my car is R29,000 i said is fine i will pay the access and they should continue to fix my car. to my surprise they said they will give me money to fix my car is unfair because i'm a woman and i joined insurance so that if my car is involved in an accident they should assist me to fix the car

please assist because they want to sent me R18,000 (Total cost is R28,000 subtract R6,000 access and R4,000 that i claimed within 6 month) to fix the car and the purpose for insurance is to fix a car not to give money to fix a car i'm frustrated of the service i receive from this insurance company
