Vehicle accident repaired at almost actual value of the vehicle retail price.

I had a car accident in August 2017 and my car was repaired with almost the actual value of the vehicle retail price. I asked for clarity on how you came about to that decision and i didn't receive a response till to date. "According to your inspection which code level does the car fall into after the accident? After the repairs, will the vehicle meet the necessary road safety measures, will it ever have mechanical problems", these kind of question were asked but no one took accountability or bothered to respond.

Since after the repairs in October, the car has had 2 breakdowns and i had to pay from my own pocket. I thought by having a policy with budget will make my life easier but I guess I was wrong.
