Unattended situations

I am a 42 year old woman, from eveaton and I run my own Small business that has been on the go for about two and a half years now. On the 31 of January at round about 14:10pm Tuesday afternoon I was attending a customers order when I went out to serve them the was a speeding car and I asked the customers to quickly evacuate the area before anyone could get hurt, and they did. With in a split second the speeding car drove into my shop and destroyed everything , the driver was conscious and decided to grab her bag's and run off but before she could make it further she fainted on the side walk. I then called an ambulance to collect her. After a good 20 min a gentle man arrived and stated he was the husband,asked to talk, acknowledged the damages and wrote an agreement form to pay costs and repair the shop. Then I suggested to wait for the police only to find that he was one of the police and friends with the rest, that's when they asked to open a case but the gentleman insisted not to because they had already made an agreement. The following day I went to the police station to check if they had opened the case they said they would but it was not valid. The gentleman man said he'd do it himself after some time the gentleman and his friends came to me and asked to write what damages they caused , within a weeks time they came back with a stove, 3 bags of potatoes , and a polony hamper and said " we've done our part, now you'll deal with our insurance 'budget insurance'. They were nowhere to be found after that... Then a guy from the insurance came to the store to do an assessment, and asked me to sent all relevant documents, pictures of damage, quotation of the damages since I don't have an insurance, after a week they got back to me and asked for my account number since they had acknowledged the damages. So I was supposed to get paid past week but everyone went AWOL . the budget insurance people that were helping me said they could only pay R4 500.

So I don't know what to do anymore and I'm not sure of which steps to take next
