Struggling to get service

So for 2 months we are trying to get a quote send to us from Budget to see if we like the offers they have, we first got insurance for a very nice price only to found out we are only covered for third party so we had to cancel it, now we requesting a quote from Budget but every time the consultants promise to send a quote but it just doesn't happen! So are they just being ***** and want to offer something completely different or do they just don't want to do business? We urgently need to move insurance but its so difficult when the insurance companies don't want to offer assistance
