Struggling to get rid of a budget

Canceling my insurance with budget seems to be an uphill battle.called the retention department and canceled they call my wife as she were taking over the insurance with another company.She told them yhat she will not cancel the operator decides to put the policy on hold.now we insured by two company's and I'm keeping to call budget to get my money back with no success.Two weeks after I called about why the agent decided to put it on hold I'm still struggling to get the policy canceled.
