Struggling for 2 years to get excess back

I tried to recover an excess on a claim where a Metro Police vehicle was at fault in an accident in 2016. Its been two years, many many calls to Budget and there is no feedback. For the first two months I realised they are trying to claim from the wrong person. They have not been able to reach to the person or the Metropolice in the 2 years since the accident. An excess of about R8000 was paid.
