still burst pipe after 7 days

a pipe burst in my ceiling on 2017-05-03. i was infromed of the insident by my tenants on 2017-05-04. i contacted the insurer on 2017-05-04 and registered a claim. on 2017-5-06 i registered another claim online(first claim was at call center). the insurer did not want me to use my own plumber to repair but i contacted the plumber anyway to prevent damage to my property and i paid for him to clamp the burst pipe. the insurer apointed a plumber and i was informed the pipe will be repaired on Monday. i gave the tel no of the tenant for the plumber to make arrangements to repair with the tenant. on Tuesday the plumber contacted me to find out if i am at home. i explained the whole story again. the house are rented out and i give the tenants tel no. the plumber phone me to say the pipe is burst and i must first pay before they can repair the pipe???? i told the lady to please repair the pipe i will pay as soon as i am at home. i am working far from any computer and can not transfere the money immidiately. no joy. i paid as soon as i got home with proof of payment to the plumber. on 2017-05-10 still no repairs. the person i spoke to from budget on 2017-05-06 told me the call out and repairs are covered in my policy. the plumber demanded a co-payment of R1550(my access) as well as R1300 for material. it seem to me i paid for the repairs myself and the insurer only made it impossible for me to get the problem fixed.
