Refusing to fix my car or payout for the repairs

I was involve in hit and run and i did report it to the Police station and now they're saying according to the investigation and what people said from my hood they're cant pay my car while my cover is comprehensive, and the other thing they're saying is that i didnt get back to them,telling them that my dad is not longer the regular drive but I am the regular driver and my dad is an additional driver. To my knowldge what i know is that comprehensive cover, cover's the car whether is the regular or not as long as licence is valid, so i did ask them whats going to happen about the money i was paying as they say i was paying the wrong cover. they're didn't answer me. This is what George and his manager said to me and my dad. While i ask for the recordings that they're say why they don't paying, they're said they wont give it to me and the sad part is that i did ask the manager why taking that decision she said what the report says from George she fine with it without listening,really people! It hurt to get such treatment and the question is whats the purpose for covering the car, if i may ask? Worse part is that the car hasn't been write off, as it is a major bumper to bumper incident.
