Recovery of my car insurance excess

Joseph was dealing with recovering my excess for an accident that happened in 2013. He'd been struggling to get hold of the the other party involved in the accident, Mr Sello Fume and eventually found him in 2014 with the help of the details Mr Dimba, my partner who was driving the car at the time of the accident. Mr fume was then given a letter of demand dated 22/09/2014 which he never responded to. He was then given a letter to make the payment on or before 28/11/2015, which he ignored again. He finally committed to make the payment by the 20/04/2015. That was the last time i received feedback from Mr Kekana. I tried calling him in May to get an update of the case and i could not get hold of him, but his colleague told me that they've given Mr Fume till the end of May 2015. Mr Dimba then called him on the 15th of July 2015 requesting feedback and he got agitated told us to go to small claims court. On the 16th of July he sent me an email informing me that despite their attempts, they could not recover the money. <br> I feel that not enough was done to recover the money and Mr Kekena never followed up with Mr Fume as he should have.
