Please help me how does budget insurance work

I'm using budget insurance since last year October on 21 June this year I had an accident I called them they sent a tower to tow my car to potchefstroom A&T panelbeaters. Firstly they don't contact me for an update I have t o call both budget and the panelbeaters, it been a month I haven't got my car back at the panelbeaters they say they are waiting for parts to be delivered to them at budget they say the parts has been delivered so I don't know who to believe. My car is not fixed for a whole month and it was the bumper and the front light who was affected. I don't know what to do anymore. Please help me. Thank you.
