Natural disaster on my vehicle

There was a natural disaster at Krugersdorp a few weeks ago. So I tried to move my vehicle to the nearest garage to avoid damages. I reported the damage to budget insurance. I took pictures of the damage. So now they want to fix the Hail dimples only on the vehicle. Robots fell, roofs flew and there were floods. My headlamp and bumper got scratched during the incident. But they are refusing to fix them, saying it is preexisting damage. They inspected my car and there were no damages prior. They also have pictures. I wouldn't advise anyone to work with Budget insurance. AND the assessor was rude and not cooperative. They will find every reason not to fix your car in full.
