Insurance Claim

A friend of mine who is not fluent in English is a client at Budget insurance. He got involved in an accident last month, he called his insurance to put in a claim , they couldn't help him as he does not understand the claim process. He tried getting someone to help him with the process however the insurance refused to help as that particular person was not the policy holder.
