Excess payment

I am not happy at all. On April 18th 2024, a truck had dented my car and fled. I sent a claim to my insurance with all the details, the truck company and number plate. I am being told that I have to first settle the excess amount upon collecting the car from the panelbeater.

They will only commence with the recovery when repairs have been completed; excess paid and final repair invoice received from the panelbeater.

How does this make any sense!
