Dent and Scratch policy

I opened a dent and scratch policy with budget insurance, when it comes to claiming stage, I got a different treatment. I insured my car for a maximum of R3000 per claim, someone scratched my car at one of the parking lots with their car door. The Scratch is very small (less than 10cm) and not even deep and when I claim they asked for photos and access from them. Their response was that my claim is declined because the cost to repair is R8000, if the cost was at least double the cover amount then they were going to pay R3000 and I pay the difference, so my question is, what kind of a scratch would they pay for if this small one is costing more than what they cover? would there be any claim that is successful under this policy? From what I have encountered, this is just ******* and them gaining without me as a customer benefiting, this simply means that I just have to cancel this policy as it is useless, if I then upgrade to a higher cover amount, wont there be any other excuse to pay up?
