Debit order deducted for vehicle insurance of vehicle that hadn't been purchased.

Where does one start? My girlfriend enquired about a vehicle that was for sale at a dealer. The salesman got the ball rolling and forwarded her finance application documents which she duelly completed and mailed back. That same evening a consultant from budget insurance contacted her saying her name was given to him by the salesman who she had been dealing with at the car dealership.He claimed that they were the preferred service provider for that dealership. After all the questions were dealt with and information gathered,we requested he mail us the quote.His response was that we have to provide him with our bank details otherwise the system can't generate a final quote.My girlfriend wasnt really comfortable sharing this information but the consultant was quite insistent that this was the way it worked.After much arguing,she shared her bank account details with him and he said that a pro rata payment would come off the account on Saturday,this is where the **** hit the fan . We hadn't even seen the vehicle in the flesh we had signed nothing,how can a debit order be deducted if you haven't even bought a vehicle yet. The next day we spoke to customer complaints dept.but they were of no real help. And on Saturday the pro rata debit order indeed came off. If they are doing this to potential customers can you imagine how much they are ****ming people out of.They even requested bank statements from her bank without permission. If you value your hard earned money Stay away from budget insurance.
