Constant unsolicited calls and sms

I am tired of receiving calls and sms from Budget Insurance and their sister companies Auto and General, First for women, etc. I have blacklist the numbers but several calls/sms still come through daily but from another number. I have never had any policies with them and I do not want any car insurance or funeral policies. How do they get my number? How can i stop them ?
