claim for my tsi polo 2014

my car was involved in an accident 29july2015. it was declared as writeoff which payment was rejected. I contacted your legal department and my issue was attended. my cover was for retail value a nd comprehensive but a certain amount was paid and I was told I will pay the rest. I am aware that budget has conducted the owner off the car that was responsible for my accident that is mr nobel . mr nobel has to see me concerning the message he received from budget legal department and is refusing to pay the balanced after my shortfall has paid. his car was also writeoff and his insurance paid him well because he made a false statement that the car was hit by tippa truck, not mentioning that his driver knocked someones car. may I et assistance in claiming all the money to pay my car. my only hope is budget as my trusted insurance.
