Car Tracker not installed

I purchased a vehicle two weeks ago and budget offered a tracker for the vehicle ,they told me the tracker would be installed in 3days,two keels later I still don’t have a tracker .I’ve called the call centre every day since last week Tuesday and every agent promised to call me back to inform me when the tracker will be installed.No Call recieved .Today I called 3 times first time I called I was made to hold for 20 min while the agents check and then they dropped my call after 20min of waiting .I then called again and an agent said I’ll receive a call from their manager still received still waiting for that call even now .i don’t know what’s hard to have them give me the service when it was easy to take my money !!!
