Budgeting Insurance never ending Woes!

Vehicle was involved in an accident with two windows completely broken and some minor dents. Logged a claim with Budget and an approved repair specialist was approved by them. Fast forward the repair specialist calls me to say budget insurance will only pay for one window. Shocked from this news we call budget and they rectify their mistake, as if that was not enough I receive another call from the repair specialist that budget insurance will not allow smash and grab to be put on the windows cause they were not covered. I call budget insurance and they say its not there on the policy schedule, after telling the agent to look carefully they say yes its there. Whilst rejoicing that everything is covered on the policy schedule, the agent tells me that I have to pay a separate excess fee for the smash and grab even if its there on the schedule. Now I have two separate excess fees I must pay for one car. Budget Insurance misled me intentionally cause before receiving the car from the dealership they did a quotation for vehicle cover and never mentioned a separate excess either than the one which appears on the schedule. The level of service I have received from them is absolutely bad.
