Budget not paying out claim

I took comprehensive insurance with Budget insurance in 2020 for my bakkie.The bakkie that was insured was in an accident,not driven by a 'regular' driver. The policy was active and all premiums received from the time they 'insured' my vehicle.It's been over a month since they towed the vehicle and going back and forth regarding them not finalising the claim.They came back saying that they will rather refund the premiums that I paid.The deducted 2 further premiums since the accident for a car that they have written off.Budget is a bunch of ****** and the reason that they cannot claim is because WESBANK cannot issue them with a report for the insurance that I had whilst the car was still financed by WESBANK.The car is paid up and the WESBANK account has since been closed.Budget will rather refund premiums instead of paying out a claim that is not under the 13 clauses that they said in the contract for things where they will not pay.

Reviewer Update
The due diligence to attain reports from previous insurers has nothing to do with my claim with you as Budget. Budget is looking for the information not me. What has Budget done to get those reports
