Budget not interested in assisting with a claim

Yo!! I have been with Budget Insurance for over 6 years, not once have I claimed and my premiums go up every year, anyway that's not why I am so disappointed in them today, I was recently bumped by someone, I took all of his details, and asked Budget to assist me in getting this person to pay for the damage on my car. But they have advised me that they cant assist I should deal with him directly. This person is not corporative, so what is the point of having an insurance company that you diligently pay for very month for 6 years but is unable to assist in times of need. I am soo upset and angry.
