Budget is prolonging proper settlement - I am at risk

I'm a bit annoyed with Budget Insurance. They have given me a settlement agreement that does not match the cost of the job. They said that the "Service Provider" gave them a figure and that is what they are settling me with. I asked to speak to the manager and I was told that the manager will call me back. I told them to do the job and I will pay the excess - but they insistent of giving me a cash settlement. All I want is the items to be sorted out - I don't want their money. I am at risk now because the back yard is not secured.
