BUDGET INSURANCE NOT WANTING TO CLAIM FOR THIRD PARTY INSURANCE

On the 9th of February I got bumped on my way from work. I have been with Budget Insurance since 2020 and I have never claimed. I asked them if they could do claim from the insurance of the party that bumped me, since the third party is at fault. I was told that I need to follow up the third party on my own. My question is what is the purpose of having insurance if when in an accident I have to do the administrative duties myself. It has been a difficult task to track down the party that bumped me. They were pushing that I claim directly from them and then after go and claim from the third party and again I have to do it independently as if I am not insured when requesting the reimbur*****t. I feel the treatment and service is very unfair. Why do I have comprehensive insurance then? Is it not supposed to help me in times of misfortunes.
