Budget insurance is not good for less educated

I was called by this insurance and they promised to cover my kia picanto less than my previous insurer. They told me that my access is 14000. I just broke my mirror glass on the drive way and the quote said bi must pay R 300. Budget is saying they won't cover unless I pay 14000 access or I paid it my self.
