Budget insurance Incompetence

I took budget insurance in July for my car and I requested for a tracking device from netstar to be installed in my car. Budget told me that the premium for the tracking device is included in the total premium of the insurance and they have an agreement with netstar. I have had numerous calls from netstar telling me that the premium is not yet paid and it been since fitment that budget has not paid. This is bad for my record and I have to suffer for something that is liable to budget. I have contacted the insurance company several times and telling me that they will pay but they never paid.
