Budget Insurance Harrasment

If I could rate this business in a Minus Star Scale I would. After opting in not to receive marketing calls,I have been bombarded with calls from their VAPS department.217 calls in less than a month to be exact. So when does this start to count as harrasment and where do I as the consumer draw the line and start looking at legal action?
